How can the unauthorised movement of a burning electric car be prevented?

Rule 1:

Do not stand in front of or behind a vehicle

Rule 2:

Insert the charging connector

Why?

Because the engine can get the command to start by connecting the burning wiring.

Proximity Pilot

Signal contact or signal lead in Type 2 charging cable.

It informs the vehicle that it is charging at a certain charging current, so it disconnects the powertrain.

Charging connector locking element

If the charging connector is fully inserted into the charging socket, it will be locked in the socket.
The emergency connector allows manipulation even through the closed locking element.
